On Lokpal, Liberalisation and Corruption

Here’s a 15-min video of an extempore speech at the Odisha High Court Bar Association in Cuttack on the topic of Lokpal, laws and corruption.

I made the following points in this informal speech:

  1. Almost all of corruption in India is linked to government. So open-ness, transparency helps…
  2. ..but merely “opening up” the economy is not enough
  3. You also need to bring change at the top..by changing the people …or by changing behaviour of those at the top
  4. To change behaviour, need to have “consequences” in place
  5. How do we change leadership at the top?
  6. For that, bring in electoral reforms and make it easier for aspiring politicians to contest elections

    A leaked diplomatic cable dispatched by the US Consul General in Chennai in 2007 had nailed the then Congress government headed by YS Rajasekhara Reddy in Andhra Pradesh for “widespread corruption that was beyond the pale” even for India.
