  • 75+ Lakh scholarships awarded till date.  Is there a scholarship platform for all Indians ?
  • 1.4 Lakh Crore given to Minorities under Priority Sector Lending. Are all poor not a priority sector ?
  • 4.22 Lakh houses under IAY (Indira Awas Yojna) for minorities. Do all people in this slum get houses ?
  • Jazzy website with online scholarship management (OSMS) . Are all Indians allowed to login ?
  • Lakhs of beneficiaries at all levels including post matric  (list here). Can all Indians get onto a similar list ?

The simple truth is the UPA government is running a targeted benefit rollout as if there exists a much larger secular programme in place.

    I only hope that educated, internet savy, TV watching middle class ppl get this into their brains that life does not change by what Anna is doing. Today’s world is vote bank politics and the that ad is a perfect example of that. How many farmers, road side vendors, daily wage labor, manufacturing labor are participating in Anna fight against corruption? They are the vote bank of any party and half of the ppl on roads today don’t even get a holiday to go and vote on that crucial day. I guess someone should make a business case out of how YSR came to power in 2004. Its a great opportunity for the future leaders. All he did was to connect with farmers and I don’t have to talk about the majority that he got in assembly. What happened next in regards to corruption is another business case in itself. No wonder the UPA is not scared at all because they know that as long as farmers and minorities are not part of these dharna’s and fasting’s —- unka baal bhi baka nahi hoga— if I got that right. Its just me thinking…mera bharat mahan

    It’s a SHAM
    For 30 crore minorities just peanuts
    RSS was always saying minorities are pampered
    when they need FOOD they are given CHOCOLATES
    I am sure a lot of this is double billing TRIBALS and KASHMIRIS are deprived when two govt departments take money and do nothing.

    I am .. I am really scared to support Anna because :

    … I bribe traffic police to save huge fine after violating traffic rules.
    … I bribed RTO official for Driving License because I didn’t want to stand in queue.
    … I bribed examiner to cheat in my last exam.
    … I bribe police for allowing me to play loud music after 10 PM for the party.
    … I bribe income tax officers to get my TDS claim early.
    … I would be the happiest person to bribe if I get a chance to pay less electricity bills than actual, because I want to enjoy ACs and heaters without paying actual bills.
    … I make fake medical bills for re-imbursement.
    … I bribe MCD to allow me to do illegal construction of my house, want more balconies, more galleries (Bass thodi se Zameen aur mil jati).
    … I hide my income to pay less tax.
    … I bribe DDA officials to get my name in lucky draw for housing scheme.
    … I give Chai-Pani to MTNL line-man to increase my broadband speed on same plan.
    … I buy pirated movies and games, violate/abuse trademark, copyright, privacy rules on Internet.
    … I want to claim my life-insurance money before I die.

    The list is longer than the history of corruption in India. Every Indian has similar story except Anna-like fellows. People are supporting Anna, but I scared because I don’t know how to overcome my habit of bribing or you can say living easy life.

    For all this sharing of the news, how well are rich Hindu’s funding pro-Hindu groups to ensure that there is a counter measure to all these minority appeasement. It is known fact that the Western intervention using religion – Islam and Christianity has all but destroyed many a facets of Hinduism and it’s value system. How come all the courage and boldness that many of our Hindu kings and emperors have, is lost today. Most importantly, why are many a Hindu’s shying away from their very HINDU identity and running scared. All these is purely because of ignorance of the fact that Hinduism is more than just bhakti movement and ritualistic, which too is been made to appear superstitious.

    I visited the minority affairs website and found out something that was truly shocking. See the points 3,4,5 and 6. Unbelievable. Such a thing can happen, inspite of knowing that fact that many a Madrassas are harbingers for home grown terrorism funded from West Asian countries as well as Muslims settled all over the world. Not to say vested interest like Sonia Maino who is the co-president of a foundation that supports a separation of Kashmir.     @S Reddyis absolutely right.There is a ray of hope that the momentum of the agitation for the Lokpal will reach the farmers and other aam admi. Are farmers aam admi?
    @J Paudyal You are absolutely right. All that you have stated needs to change and change permanently in millions of Indians.The greed, laziness and dishonesty need to be addressed in each and every nagrik, as well as the politicians and the rich.
    I agree that reservation theory and practice needs to be reviewed and modified significantly. Power in the hands of intelligent and capable people can be dangerous, but in the hands of people who are there on the basis of reservation is even more likely to be abused in more detrimental way.Scary

    …The communal roster

    I bet if you watched the media or read the papers you would’nt know that all recruitment and promotions in government jobs are controlled by device called a communal roster. This device is at the root cause of the problem. A quick summary again of how this works.

    Say you have 100 positions at Level A
    The individual positions are marked like so SC, ST, OBC, GC, GC, GC, SC, ST. . etc. (like DNA sequences)
    The sequence is called the roster points notified by central and state govts. They are called 100-Pt/200-Pt rosters.
    Similarly you have roster points for the 50 positions at Level B
    There is something called a replacement rule – if you are a roster point reserved officer vacating your position due to a promotion, exit, or retirement – your position can only be taken by another officer of the same category (SC/ST).
    If you are a general category vacating your roster point, your position can be taken by anyone including an SC/ST/General.
    This roster system works very well if all you wanted to do was a pure communal quota. IE – if x% of seats are also reserved for general category only. But this isnt allowed by the courts. There is one more part, an important part, of the puzzle. Its called consequential seniority. This is the source of endless litigation and the main reason behind the 82,83,85th amendments and the 117th bill (this one). As you have seen , the roster system accelerates those with a quota and slows down those who dont have one. How does it work along with consequential seniority.

    Imagine your job promotions are controlled by a turnstile that alternates between green and blue positions. Green allows anyone to pass through and blue only allows some class of people. Now imagine another turnstile to the next level where those who passed the previous turnstile in the express route are now deemed ahead of you for passing through the next green. Imagine 6 levels of such turnstiles at every step of your career. This is the state of government employment today. This is why those on the outside are protesting to such an extent.

    Narrow tailoring

    Lets borrow this phrase from the US rulings on affirmative action to illustrate what is happening as a result of this roster system. Here is a story

    For example in Bihar, all 19 posts of chief engineer in irrigation department are occupied by officers of the SC category. Likewise, all 14 chief engineers in PWD are from the SC/ST category. Similarly, in Karnataka, all 31 posts of chief engineers in Karnataka Power Corporation are occupied by the officers of the SC/ST category. “Why the issue was not taken up in Parliament before the general elections of 2009 or the UP assembly elections? It is nothing but a conspiracy by Congress and the BJP,” Dubey said

    So what the roster system has done is concentrate reserved candidates at higher levels. Recall that anyone can go through the ‘green’ turnstile. But zooming out to overall levels, due to the late impact of consequential seniority and other factors like direct recruitment the numbers are on the low side 11% against 18% for SC. The key point is that given enough time the roster + consequential seniority will concentrate almost exclusively the reserved candidate at the top.

    How does Nagaraj help here ?

    If you were an general category Asst Engineer in Bihar Irrigation Department you would find it extremely cruel that your career has effectively ended because even though at the next level 90% of seats are occupied by SC officers, you are shut out citing an overall deficiency across the department, state, even country. Thus the policy isnt narrowly tailored, rather adhoc with respect to the width of its application. The Nagaraj judgment sort of puts a spanner in the works here. Once such anomalies are brought to light by parties with some standing the court can intervene and halt the roster. That is the last and only check available. The 117th amendment removes that check.
