    I would like to state here on incident I came across in Dombivali (sub-urab) of Mumbai you know it. I was in a Taxi coming out of Dombivali and we were stopped by the groups of Policeman on the road. Taxi driver did not know why was he and few 5-6 other private cars were stopped. He went to ask the Police and was told that he was nor wearing his seatbelt. He has to pay a fine of Rs.100/-. He came and told me that. I want Police to pay the fine of Rs 100/- in the man time my Taxi driver said, Sir you do not go give that and I will pay him Rs50/- only. That is what they want. I refused and went myslef to pay it. I asked him the receipt for it. While he was writing receipt I saw remaining 5-6 cars has already fled form the scene. I asked the ACP why did the other cars did not pay the fine? His reply was their papers are alright. I said to him you have stopped every one for not wearing seat belt and how can yousay that their papers are correct. How can you see the papers before you stop them. My driver told me that Sir every one paid to that plain cloths police man Rs50/- and left while they were writing your receipt. Now you tell me about the Licenses and Law and orders situation when Police are collecting money. I am sure they would not do this without the sanction of higher authority.
