Muslims who have the same socio-economic status as SC/ST/OBC and way behind upper caste Hindus do not have any reservation on the same lines as SC/ST/OBC Hindus. In states that they ARE doing well, there is exclusively quota in the OBC quota for Muslim in the state like Kerela, Tamil Nadu, Karnataka e.t.c. Ofcourse upper caste Muslims would probably be doing better than SC/ST/OBC but they form under 20% of the total Muslim population in India. The rest of the 70-80% of the Muslim population would benefit with sub-quoatas like in Kerela, Karnataka e.t.c. But they should also have a creamy layer condition so that well to do OBC Muslims are removed from the quota list.
