India – The Forgotten Terror Victim

Below are excerpts from a news story titled “India was the second largest terror victim in 2004”, published in The Times of India’s Mumbai edition [coincidentally] on July 7th 2005:

Using the new definition of terrorism, the National Counterterrorism Center in the US determined there were 3,192 terror attacks worldwide in 2004, affecting 28,433 victims.

Note that the definition was broadened to include attacks that are politically motivated violence carried out by extremist groups within a country, often aimed at changing their own government’s policies.
The previous definition focused on international terrorism and required that the terrorist victimise at least one citizen of another country.
